Insider Trading is Illegal but Some Skirt the Rule on Capitol Hill.  Brody Mullins and Susan Pulliam write that some hedge fund managers and money managers pay for access to law makers in advance of important federal regulation and legislation announcements.  Because government fiscal and monetary policies can affect the financial markets some view this as insider information, giving hedge funds and money managers an unfair advantage to investors.  WSJ. 20 Dec. 2011..
